{"id":8729,"date":"2024-11-25T14:17:14","date_gmt":"2024-11-25T22:17:14","guid":{"rendered":"https:\/\/routeware.com\/blog\/what-waste-operators-can-learn-from-austin-texas\/"},"modified":"2025-09-22T10:38:05","modified_gmt":"2025-09-22T15:38:05","slug":"what-waste-operators-can-learn-from-austin-texas","status":"publish","type":"post","link":"https:\/\/routeware.com\/en_gb\/blog\/what-waste-operators-can-learn-from-austin-texas\/","title":{"rendered":"What waste operators can learn from Austin, Texas"},"content":{"rendered":"<p>As a bastion of technological innovation, it\u2019s not surprising that the City of Austin, Texas, would have its sights set on a bold, forward-thinking goal: zero waste by 2040. \u201cThe Zero Waste Goal specifies that only items ineligible for recycling, composting, reuse, repair or donation reach our landfills,\u201d\u00a0<a href=\"https:\/\/datahub.austintexas.gov\/stories\/s\/A-letter-from-the-Director-of-Austin-Resource-Reco\/skdi-s26r\/\" target=\"_blank\" rel=\"noopener\">explains<\/a>\u00a0Richard McHale, director of\u00a0<a href=\"https:\/\/datahub.austintexas.gov\/stories\/s\/Austin-Resource-Recovery-2023-Annual-Report\/rjju-bqas\" target=\"_blank\" rel=\"noopener\">Austin Resource Recovery<\/a>\u00a0(ARR), the city\u2019s solid waste and recycling collection authority.<\/p>\n<p>To that end, ARR officials can point to some\u00a0<a href=\"https:\/\/www.wastedive.com\/news\/austin-texas-releases-zero-waste-plan-as-population-booms\/699440\/\" target=\"_blank\" rel=\"noopener\">encouraging<\/a>\u00a0<a href=\"https:\/\/datahub.austintexas.gov\/stories\/s\/Austin-Resource-Recovery-2023-Annual-Report\/rjju-bqas\" target=\"_blank\" rel=\"noopener\">metrics<\/a>:<\/p>\n<ul>\n<li><strong>36% higher\u00a0<\/strong>recycling compliance than the national average.<\/li>\n<li><strong>44,722 tons<\/strong>\u00a0of composting collected in 2023.<\/li>\n<li><strong>4 pounds<\/strong>\u00a0of trash\/day\/person in 2022 vs.<strong>\u00a05.6 pounds<\/strong>\/day\/person in 1995. That\u2019s nearly a 30% decrease per person.<\/li>\n<li><a href=\"https:\/\/datahub.austintexas.gov\/stories\/s\/Appendix-Summary-of-Benchmark-City-Comparison\/tccn-2ak5\" target=\"_blank\" rel=\"noopener\"><strong>No. 5 ranking<\/strong><\/a>\u00a0among 13 peer cities* for diversion rate (42%).<\/li>\n<\/ul>\n<blockquote>\n<h2>Ready to Get Started?<\/h2>\n<h4>Increase efficiency, profitability and customer satisfaction with Routeware<\/h4>\n<p><a class=\"btn\" href=\"https:\/\/routeware.com\/get-started\/\">Get Started<\/a><\/p><\/blockquote>\n<p>To accelerate the pace of diversion, ARR has outlined a range of initiatives from public education to cloud-based route technology in the agency\u2019s\u00a0<a href=\"https:\/\/datahub.austintexas.gov\/stories\/s\/ipvm-iq9k\" target=\"_blank\" rel=\"noopener\">extensive 2023 master plan<\/a>.<\/p>\n<h4><strong>Why Including Multifamily Communities is Critical<\/strong><\/h4>\n<p>Reaching the goal of zero waste is ambitious and necessary: landfill dependence is not sustainable, especially with 423,000 Austin households and counting. That\u2019s why ARR officials are moving rapidly to implement programs that can better move the diversion needle.<\/p>\n<p>Consider composting. In 2017, the city\u00a0<a href=\"https:\/\/www.wastedive.com\/news\/austin-residential-curbside-composting-expansion\/594499\/\" target=\"_blank\" rel=\"noopener\">commenced curbside composting<\/a>\u00a0for organics in a phased, pandemic-delayed rollout, finishing residential deployment in 2021. However, more than half of Austin\u2019s residents live in multifamily communities, which, along with commercial sources, account for 85% of the city\u2019s landfill waste. What\u2019s more, 37% of that waste is compostable, a potential diversion windfall.<\/p>\n<p>On Oct. 1,\u00a0<a href=\"https:\/\/www.austintexas.gov\/news\/composting-collection-requirement-starts-oct-1-multifamily-communities\" target=\"_blank\" rel=\"noopener\">a new city ordinance required<\/a>\u00a0apartments, condos, non-state dorms, assisted living centers and nursing homes with five or more dwelling units to provide convenient access to composting collection services.<\/p>\n<p>\u201cWe are proud that Austin is the first city in Texas to require composting access for residents who live in multifamily communities,\u201d McHale said in a statement.<\/p>\n<h4><strong>Making Continuous Improvement the Goal<\/strong><\/h4>\n<p>The new ordinance is a welcome move and helps plug a sizable gap in the city\u2019s landfill diversion efforts. But it\u2019s only one piece of a more comprehensive solution. What can be done to create new efficiencies from weekly collections? Can route distances and durations be optimized? Fuel costs reduced? Worker health and safety improved?<\/p>\n<p>Early in 2024, ARR implemented a route optimization tool now deployed in more than 100 cities nationwide, including eight of the top 20 U.S. cities by population. The technology\u2014<a href=\"https:\/\/routeware.com\/for-governments\/products\/routeware-smartcity\/\" target=\"_blank\" rel=\"noopener\">SmartCity from Routeware<\/a>\u2014helps ARR leaders, fleet supervisors and drivers set aside paper-based processes in favor of digital advances like:<\/p>\n<ul>\n<li><strong>Service verification<\/strong>. Trash pickup is automatically confirmed and communicated to back-office staff in near-real time.<\/li>\n<li><strong>Travel path editors<\/strong>. Supervisors and drivers can customize and optimize service routes based on veteran driver experience and real-world conditions.<\/li>\n<li><strong>Location alerts<\/strong>. Rapid heads-up notifications on gate codes, VIP customers, accidents, construction and low-hanging wires.<\/li>\n<li><strong>Exception logging<\/strong>. Drivers can document issues at the curb such as cart not out, contaminated bin, excess bags and more \u2013 with photos to prove it.<\/li>\n<li><strong>Route assist<\/strong>. Drivers can share routes, facilitating multiple staff working the same service area.<\/li>\n<li><strong>Pre\/post trip inspections<\/strong>. Maintenance crews and managers have access to fast identification of vehicle health and issues through digital vehicle inspections.<\/li>\n<\/ul>\n<blockquote>\n<h2>Ready to Make Your Routes Better Than Ever?<\/h2>\n<h4>Collect more waste with less drivers for happier customers by optimizing collection routes<\/h4>\n<p><a class=\"btn\" href=\"https:\/\/routeware.com\/solutions\/collection-operations\/route-optimization\/\">Optimize My Collection Routes<\/a><\/p><\/blockquote>\n<p>Landre Wilson, ARR senior IT applications analyst and SmartCity implementation lead, said the cloud-based software is a big hit with drivers across the city\u2019s 300-vehicle fleet.<\/p>\n<p>Wilson said it was gratifying to see drivers use the route assist tool on their tablets and get competitive about who was finishing their route first. \u201cThere was a bit of chatter on the radio and a little trash talk,\u201d\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=eyaihZ1M2To\" target=\"_blank\" rel=\"noopener\">Wilson said<\/a>. \u201cWe were happy to see the adoption was going pretty well that way.\u201d<\/p>\n<h4><strong>Engage and Inform<\/strong><\/h4>\n<p>The new technology is also a hit for customer relations, Wilson explains. \u201cWe have a supervisor that adores the feature that allows you to directly email a picture from the system back to the customer,\u201d noting that it helps directly address disputes about missing or problem carts, for example. \u201cThat features\u2019 been really really helpful in changing citizen behavior.\u201d<\/p>\n<p>Changing long-established behaviors is at the heart of winning compliance and meeting today\u2019s ambitious zero-waste goals. And it requires continual education and engagement. Technology has a big role to play here as well.<\/p>\n<p>For example, the city launched its\u00a0<a href=\"https:\/\/apps.apple.com\/us\/app\/austin-recycles\/id1503567794\" target=\"_blank\" rel=\"noopener\">Austin Recycles App<\/a>\u00a0in March 2020, which gathers a suite of tools developed in partnership with Routeware\u2019s digital solution ReCollect. The popular mobile app makes it easy for smartphone and tablet users to review collection day notifications and learn what to and what not to recycle or compost. The app was downloaded\u00a0<a href=\"https:\/\/5063216.fs1.hubspotusercontent-na1.net\/hubfs\/5063216\/ReCollect%20Assets%20-%20Updated%20September%202022\/Austin%2c%20TX%20Customer%20Story.pdf?__hstc=239889308.220c1f155b9783c6c5b55434a8e0fb29.1721075400216.1724774622008.1725475276154.11&amp;__hssc=239889308.2.1725475276154&amp;__hsfp=2659891191&amp;hsCtaTracking=f54fea39-f12f-489b-9a21-d41c616f6046%7Cb587ec0b-85b7-4228-92dc-eceabc635f9e\" target=\"_blank\" rel=\"noopener\">more than 7,000 times in the first six months<\/a>. It has also saved ARR over $200,000 to date in printing and mailing costs associated with the solid waste and recycling calendar each household once received.<\/p>\n<p>Technology can\u2019t solve all solid waste, recycling and compost collection challenges.
